Privacy policy.

This is the draft policy for the CouncilHub platform during development. A council-specific policy applies to each branded resident app at the point of installation and is published in-app before any data is collected.
Who we are
CouncilHub is operated by Blue Neon Pty Ltd (ACN 697 879 119), an Australian company based in Sydney, New South Wales. We act as a data processor on behalf of each council that deploys CouncilHub; the council is the data controller for resident data collected through their branded app.
What we collect
We collect the minimum data needed to deliver the service a resident has asked for. That generally includes:
- Account details: name, email, phone (only what's needed for the services you use).
- Property association: the address or property record you've linked to your account.
- Usage data: which features you use, push notification delivery state, and crash diagnostics.
- Transactional data: payments and receipts where you've used pay-and-transact features.
- Submitted content: reports, requests, and consultation submissions you create.
We do not embed third-party advertising trackers. We do not sell data to anyone.
Where your data lives
All resident and council data is hosted in Australia, on infrastructure in Sydney and Melbourne. Backups stay onshore. Resident data does not leave the country.
How we use it
We use the data we hold to:
- Deliver the services you've signed up for — alerts, reports, payments, civic information.
- Authenticate you and protect your account.
- Provide your council with the operational analytics they need to run the platform.
- Diagnose faults and improve reliability.
- Meet our legal obligations, including responding to lawful requests.
Australian Privacy Principles
We are bound by the Australian Privacy Principles (APPs) under the Privacy Act 1988 (Cth) and the equivalent state Information Privacy Acts applicable to each council. The full mapping of APPs to our controls is published on our security page.
Your rights
You can request access to your data, correct it, or ask for it to be deleted. Requests are handled by your council in the first instance — they hold the resident relationship. We support every council with the tools and SLA to process these within statutory timeframes.
