Terms of use.

These terms govern your use of councilhub.app and the CouncilHub-branded resident apps published by participating Australian councils.

The short version

  • Use the app honestly. Don't impersonate other residents or council staff.
  • Reports and submissions you file are records under your council's record-keeping obligations.
  • Payments are processed by regulated payment providers, not us — their terms also apply.
  • The app is provided "as is" while we're building it out. We try hard, but it's not infallible.
  • Emergency information is a convenience, not a substitute for official emergency broadcasts.

Who you're contracting with

When you use a CouncilHub-branded resident app, your primary relationship is with the council that publishes it. Blue Neon Pty Ltd (ACN 697 879 119) operates the platform on behalf of that council. Each council's own terms also apply to its app — they are presented to you in-app on first launch.

When you use the marketing site at councilhub.app, you're contracting with Blue Neon Pty Ltd.

Your account

You're responsible for keeping your account credentials secure. Tell us — and your council — promptly if you think someone else has accessed your account. We may suspend or close accounts that are being used to abuse the service, harass staff or other residents, or attempt to compromise the platform.

Reports, requests and submissions

Content you submit through the app — issue reports, consultation responses, customer requests — may become part of a statutory record held by your council. Submit accurately. Submit in good faith. Vexatious or fraudulent submissions may be referred to council enforcement.

Payments

Where the app supports payments — rates, animal registration, permits, bookings — those transactions are processed through regulated Australian payment providers. The provider's terms apply alongside these. Refunds and chargebacks are handled by your council under their existing rates and revenue policies.

Emergency information

Emergency alerts and resilience information are provided to help you orient quickly in an incident. They are a convenience layer on top of official emergency broadcasts. Always follow instructions from your state emergency service, fire authority and police. CouncilHub is not a substitute for the Emergency Alert Service or 000.

Availability

We aim for high availability but do not guarantee uninterrupted service. Planned maintenance is announced in-app. We are not liable for losses arising from outages, network failures, or third-party service disruptions outside our reasonable control.

Liability

To the maximum extent permitted by the Australian Consumer Law, our liability to you for any claim arising from your use of the service is limited to the amount you have paid us (which, for residents, is generally zero — the council pays the platform fee). Nothing in these terms excludes or limits any rights you have under the Australian Consumer Law that cannot be lawfully excluded.

Changes

We may update these terms as the platform evolves. Material changes are announced in-app and on this page; the "last updated" date above always reflects the current version.
